Global app permissions were mistakenly reset by Atlassian

Global permissions previously adjusted for our apps were reset by Atlassian upon app reinstallation. This happens automatically if an app is upgraded, which usually happens every 2 weeks for our own apps.

The following permissions were affected:
- Deep Clone: Single/Epic Clone, Bulk Clone and Project Clone global permissions
- Merge Agent global permission

Unfortunately Atlassian was not able to rollback the permissions affected by this bug. According to Atlassian, apps were affected between 2023-03-27 8:01 UTC and 2023-06-01 17:56 UTC by this bug. Since we've updated both Deep Clone and Merge Agent multiple times during this time period, any global permissions set before 2023-03-07 have been lost.
